Jim Lyon is first vice president and chief operating officer of the Federal Reserve Bank of Minneapolis, a position he has held since 2000. In this role, he is responsible for all operational facets of the Bank’s activities and for backup to the president in the execution of his monetary policy responsibilities.
Jim is vice chair of the Committee on Plan Administration, which is the plan fiduciary for the Federal Reserve’s Retirement and Thrift Plans. He is a member and former chairman of the Conference of First Vice Presidents. In this capacity he is involved, along with the chief operating officers of the other eleven Reserve Banks, in various projects and initiatives to enhance the efficiency and effectiveness of the Federal Reserve’s System-wide operations.
With the passage of the Dodd-Frank Wall Street Reform and Consumer Protection Act, the Board of Governors has asked Jim to serve as the Special Advisor to the Board for Regulatory Reform Implementation. In this project management role, Jim will develop reporting and information exchange systems, provide updates on progress, and ensure that issues that arise are put before the appropriate Board and System leaders for resolution. This assignment will last 12 to 18 months beginning late August 2010.
Jim joined the Federal Reserve Bank of Minneapolis in 1977 as a staff attorney. He is a graduate of Lawrence University in Appleton, Wisconsin, and the University of Minnesota Law School in Minneapolis, Minnesota.
