Exploring Low-Income Neighborhoods in the Regional Context

The goal of this three-part series is to stimulate conversation among those working to expand economic opportunity in low-income neighborhoods and to encourage thinking and acting at regional levels. Part 3 focused on strategies for connecting low-income neighborhoods to regional markets. A national panel that convened at the Federal Reserve Bank of Chicago provided expert researcher, policymaker, and practitioner perspectives. Following the national panel, regional discussions took place at participating satellite locations.

Topic: Can community benefits agreements promote more equitable development?
Community benefits agreements (CBAs) raise hopes of enabling low- and moderate-income neighborhoods to share more equitably in the fruits of economic development projects. This Community Development Forum, which was sponsored by the Federal Reserve Bank of Minneapolis and the University of Minnesota's Center for Urban and Regional Affairs, explored whether CBAs can deliver on their promises.
